Jerry Macdonald, Ph.D, President & CEO


Jerry has spent his career working and volunteering in large and small-scale nonprofit organizations for a variety of social justice causes. His focus has been on helping organizations develop the resources that they need to implement their visions of social change.

As a proposal writer and development professional, he has raised over $2 billion in the areas of mental health and substance abuse treatment, social justice, LGBT rights, HIV/AIDS, education, public health, housing, arts and culture, and children and youth services.

For the past 20+ years, he has served in a variety of capacities at Caring People Alliance, having been named President and CEO in 2016. His vision is to transform Caring People Alliance into a dynamic engine for social justice by addressing the root causes of poverty in Philadelphia.

Jerry is married to David Acosta, and they live in South Philadelphia with their two dogs and two cats.  Jerry and David love art, travel, food, wine, animals and hanging out at the beach. 

Adrianne Dumpson-Diggs, MHS, CPE, Vice President of Strategic Initiatives & Corporate DEI Officer


Adrianne Dumpson-Diggs is a long-time member of the Caring People Alliance, having been involved with the organization for over 20+ years. 

Over the years, Adrianne has held a variety of roles within the organization, starting as a Lead Case Manager with the Teen Parent Education and Employment Program (TPEEP). She then moved on to working with Child Care Information Services (CCIS) South and the Early Learning Resource Center Region 18 (ELRC-18) as Assistant Director of Eligibility, before eventually becoming the Vice President of Strategic Initiative and Corporate DEI Officer. Before her tenure with Caring People Alliance, Adrianne worked for the Philadelphia Society for Services to Children (PSSC) as a Family Advocate and Parent Educator, where she became certified in the Minnesota Early Learning Design (MELD) curriculum.

Adrianne's desire to help those in need began at a young age when she worked alongside her mother, who organized soup kitchens, food, and clothing drives most weekends and holidays. In the 1990s, she founded the Parent Support Center in the basement of her church in South Philadelphia. Adrianne's infectious enthusiasm and positive attitude inspires others to pursue opportunities for education and training. Outside of work, Adrianne cherishes spending quality time with her husband and three sons. 

Dmytro Gorbachov, DBA, CFA, Vice President of Finance


Dmytro Gorbachov, Vice President of Finance, has been with Caring People Alliance since 2021.

Dmytro brings to the table over two decades of senior financial and organizational management and consulting expertise. Having held pivotal roles in both mid-market companies and major multinational conglomerates, including big-4 accounting firms, he worked on development of strategies and execution of tactical plans for revenue growth, cost reduction, and operational improvements.


Dmytro holds a Doctorate degree in Business Administration from Grenoble École of Management, France and Master of Business Administration degree from University of Notre Dame, USA. Additionally, he is certified as Chartered Financial Analyst (CFA).


In his most recent engagement, Dmytro served as a Senior Advisor to the European Bank for Reconstruction and Development where he lent his expertise to companies in emerging markets, advising them on pathways to growth, strategic planning, and financial management.

John Haltiwanger, Vice President of Information Technologies


John Haltiwanger is the Vice President of Information Technology; has been with Caring People Alliance since 2013, when he started as the I.T. Manager, then advanced to the I.T. Director. John brings over 25+ years of IT experience; from computer programming, networking, VOIP, database management, cyber security, server & network administration, and more.

John earned his B.S. in Computer Engineering from Howard University, a  Master’s at Colorado Technical University in Computer Systems Engineering and Doctorate work at the latter institution.

In his spare time, John likes to go fishing, train his son in sports, and help his daughter pursue a dual B.S. degree in Computer and Electrical Engineering. He also likes using his I.T. talents with his home music and video studio and D.J.s from time to time. He was born in Camden, NJ, and resides in Haddon Township, NJ.

Keith L. Smith, Vice President of Administration, Executive Director of ELRC-18


Keith Smith is the Vice President of Administration at Caring People Alliance; he has dedicated eighteen-plus years to the organization. He served as the Senior Accountant, Assistance Controller, and, Senior Controller in the finance department. Keith also worked in the subsidized childcare program as the Administration Manager, Finance Manager, and the Assistance Director of Operations for ELRC 18 of Philadelphia County. Previous occupations included Budget Manager for WES Health System and Controller for Supportive Adult Network Inc.

Keith attended Morgan State University in Baltimore, Maryland, where he graduated with a BS in Accounting. As a consultant, Keith has worked with numerous community and grass-root organizations throughout Greater Philadelphia and South Jersey.

Keith is a proud grandfather and father and currently lives in Wilmington, DE, with his wife. He is a Philadelphia sports fan who enjoys the Eagles, Phillies, and Sixers! 

Tanya Steinberg, Chief Operating Officer


Tanya Steinberg is the Chief Operating Officer at Caring People Alliance. She oversees Operations at our Boys & Girls Clubs, and Organizational Financial Management along with Human Resources Function. Tanya joined the organization in June of 2021. She brings 30+ years of experience and expertise in financial, organizational and strategic leadership in Philadelphia. 

Ms. Steinberg served as an Accounting Manager at the Please Touch Museum in the early 1990s and subsequently spent six years with Women Organized Against Rape as Director of Finance and Administration, earning her Woman of the Year recognition from Women's Way. Ms. Steinberg served as a Chief Financial Officer at ActionAids before joining the International House Philadelphia where she served in leadership roles for 16 years, earning a selection among the Top 25 Female Leaders in Greater Philadelphia Area while she was President & CEO for International House Philadelphia and a Chair for the International Houses Worldwide Association.
