Jerry has spent his career working and volunteering in large and small-scale nonprofit organizations for a variety of social justice causes. His focus has been on helping organizations develop the resources that they need to implement their visions of social change.

As a proposal writer and development professional, he has raised over $2 billion in the areas of mental health and substance abuse treatment, social justice, LGBT rights, HIV/AIDS, education, public health, housing, arts and culture, and children and youth services.

For the past 19 years, he has served in a variety of capacities at Caring People Alliance, having been named President and CEO in 2016. His vision is to transform Caring People Alliance into a dynamic engine for social justice by addressing the root causes of poverty in Philadelphia.

Jerry is married to David Acosta, and they live in South Philadelphia with their two dogs and two cats. Jerry and David love art, travel, food, wine, animals and hanging out at the beach.

Roberto Duarte is the incoming Executive Director of the Early Learning Resource Center (ELRC) for Region 18.

Prior to joining Caring People Alliance, Roberto spent his career in the field of Human Services, working for local government since 2002. He began his career at the Philadelphia Department of Human Services (DHS), where he served in various roles and worked directly with consumers and community partner organizations in the city. In 2019, Roberto moved on to become the first Latino American to lead the Office of Children and Youth in Montgomery County, PA., as Executive Director. In this role, he was responsible for the development of the annual multi-million dollar operating budget; a staff complement of nearly 180 positions and all service delivery initiatives to children and families in the County.

Roberto has always been committed to developing and promoting a cohesive work environment, focused on organizational excellence that seeks to have sustainable change and positive outcomes in the lives of those we serve.

Carmen I. Paris is currently the Vice President of Development at Caring People Alliance. Carmen started working for the organization as a consultant in 2018. She had previously worked in the fields of Mental Health and Health in the City of Philadelphia with over 20 years of experience in Senior Management.

She has served in many boards and commissions and is currently the Vice Chairperson of the Delaware Valley Community Health Federally Qualified Health Centers. Born and raised in Puerto Rico she holds an undergraduate degree from the University of Puerto Rico and a Master’s in Public Health from Temple University in Philadelphia.

Carmen is an avid golf trainee, runner and reader and currently lives in Mount Airy with her husband and son.

Tanya Steinberg is the Chief Operating Officer at Caring People Alliance. She oversees Operations at our Boys & Girls Clubs, and Organizational Financial Management along with Human Resources Function. Tanya joined the organization in June of 2021. She brings 30+ years of experience and expertise in financial, organizational and strategic leadership in Philadelphia.

Ms. Steinberg served as an Accounting Manager at the Please Touch Museum in the early 1990s and subsequently spent six years with Women Organized Against Rape as Director of Finance and Administration, earning her Woman of the Year recognition from Women's Way. Ms. Steinberg served as a Chief Financial Officer at ActionAids before joining the International House Philadelphia where she served in leadership roles for 16 years, earning a selection among the Top 25 Female Leaders in Greater Philadelphia Area while she was President & CEO for International House Philadelphia and a Chair for the International Houses Worldwide Association.

Keith L. Smith, Vice President of Administration

Keith Smith is the Vice President of Administration at Caring People Alliance; he has dedicated eighteen-plus years to the organization. He served as the Senior Accountant, Assistance Controller, and, Senior Controller in the finance department. Keith also worked in the subsidized childcare program as the Administration Manager, Finance Manager, and the Assistance Director of Operations for ELRC 18 of Philadelphia County. Previous occupations included Budget Manager for WES Health System and Controller for Supportive Adult Network Inc.

Keith attended Morgan State University in Baltimore, Maryland, where he graduated with a BS in Accounting. As a consultant, Keith has worked with numerous community and grass-root organizations throughout Greater Philadelphia and South Jersey. Keith is a proud grandfather and father and currently lives in Wilmington, DE, with his wife. He is a Philadelphia sports fan who enjoys the Eagles, Phillies, and Sixers!

John Haltiwanger is the Vice President of Information Technology; has been with Caring People Alliance since 2013, when he started as the I.T. Manager, then advanced to the I.T. Director. John brings over 25+ years of IT experience; from computer programming, networking, VOIP, database management, cyber security, server & network administration, and more.

John earned his B.S. in Computer Engineering from Howard University, a Master’s at Colorado Technical University in Computer Systems Engineering and Doctorate work at the latter institution.

In his spare time, John likes to go fishing, train his son in sports, and help his daughter pursue a dual B.S. degree in Computer and Electrical Engineering. He also likes using his I.T. talents with his home music and video studio and D.J.s from time to time. He was born in Camden, NJ, and resides in Haddon Township, NJ.
